They aren't equivalent. The Unicode 11 book on page 291 says this:"Diacritics on i and j. A dotted (normal) i or j followed by some common nonspacing marks above loses the dot in rendering.…2 -

Yes there is. Within the edit time window, open the comment, make a small edit and then Save Draft. This will store the comment in your personal profile section where you can go and delete it.2 -
